London Borough of Brent and St Claudine's: ParkRight Access Management

London Borough of Brent and St Claudine's Catholic School for Girls operated a School Keep Clear scheme enforced by ANPR cameras. Accommodating legitimate site access — SEND transport, staff, contractors, and authorised visitors — relied on a manual, multi-step process involving school staff, council officers, and CCTV operators.
TES replaced that process entirely with ParkRight: a real-time, automated access management platform that prevents unnecessary PCNs without any manual coordination.
The Challenge
St Claudine's operates within a School Keep Clear scheme that uses ANPR cameras to enforce restrictions during school hours. The scheme provides clear community benefits — reduced congestion, improved air quality, and safer streets for pupils.
However, accommodating vehicles that needed legitimate access to the school site was a persistent operational problem. SEND transport, contractors, deliveries, and authorised staff visits all required manual coordination to prevent enforcement cameras from issuing incorrect PCNs.
The existing process involved:
- Daily additional workload for school reception, council officers, and CCTV operators
- Multiple manual steps with multiple points for VRM data entry error
- No real-time updates — alerting relied on phone calls and emails
- Legitimate visitors, including SEND transport, at ongoing risk of receiving a PCN
The process was time-consuming, unreliable, and impossible to scale without adding further staff burden.

The TES solution
TES deployed ParkRight — a cloud-based access management platform that integrates directly with TES ANPR enforcement cameras and TES Review.
A ParkRight kiosk was installed in the school reception. When a vehicle with legitimate access arrives, the visitor or receptionist enters the Vehicle Registration Mark on the kiosk. A ParkRight session is created instantly, recording the time, date, location, and VRM.
When an enforcement camera captures that vehicle, TES Review automatically recognises the active session and flags the detection for disregard. No PCN is issued. No manual intervention required.
The system supports:
- School reception staff adding approved visitor VRMs in seconds
- Privileged users (council officers, CCTV operators) with remote session visibility
- Full audit trail of sessions for oversight and operational review
- Role-based access control across all ParkRight configurations
