Smarter access management for enforcement schemes

ParkRight - Preventing Unnecessary PCNs for Vehicles with Legitimate Access

Many camera-enforced schemes face the same blind spot: SEND transport, contractors, authorised visitors. Legitimate vehicles that trigger enforcement because the system has no way to recognise them in real time.

ParkRight closes that gap automatically, without spreadsheets, phone calls, or manual PCN cancellations.

The cost of managing exceptions manually

Every legitimate access request becomes a manual task

School keep clears, LTNs, and controlled parking zones depend on cameras to work. But cameras can't distinguish between an unauthorised vehicle and a SEND minibus visiting a school. So authorities build workarounds: spreadsheets, phone chains, emails to CCTV operators, manual PCN cancellations after the fact.

Each workaround takes time. Each step is a point of failure. Each incorrect PCN costs staff time, postage, and community trust.

There is no good version of this process. There is only a better system.

Three steps. No paperwork.

Authorised access, managed in real time

ParkRight integrates directly with your existing enforcement infrastructure, requiring no camera upgrades or system overhauls. The system applies your zone's configured access rules and recognises legitimate access in real time.

Register the location

A ParkRight kiosk is installed at reception: a school, a surgery, a permitted access point.

The location is linked directly to the enforcement cameras covering that zone.

Visitor enters their registration

On arrival, the visitor enters their VRM on the kiosk. A ParkRight session is created instantly .

Time, date, location, and registration recorded automatically.

The cameras handle the rest

If an enforcement camera captures that vehicle while a valid session is active, TES Review flags it for disregard.

The detection is flagged for disregard before a PCN is issued, without requiring a phone call or email.

The operational difference

Less admin. Fewer disputes. Better outcomes for everyone.

ParkRight helps authorities make controlled access schemes easier to manage, fairer for legitimate drivers, and less time-consuming for the teams responsible for keeping them running.

Manual admin reduced

School staff, council officers, and CCTV operators stop managing access exceptions manually.

A process that previously required phone calls and emails can now be completed in seconds at a kiosk.

Incorrect PCNs prevented

SEND transport, authorised contractors, and legitimate visitors are recognised automatically.

This helps prevent unnecessary penalties and the challenges, correspondence and complaints that can follow.

Disputes reduced at source

Fewer incorrect PCNs means fewer formal challenges, less correspondence, less postage, and less staff time spent on cancellations that should never have been necessary.

Full audit trail

Every session is recorded, timestamped, and exportable.

Enforcement operators have complete visibility of access activity, usage trends, and scheme integrity,  without chasing paperwork.

Designed for the authorities running enforcement schemes

ParkRight works on both sides of the barrier

ParkRight gives schools a simple way to register legitimate access at the point of arrival, while giving councils the clean data they need to enforce fairly and reduce avoidable PCN disputes.

For schools

If your school operates within a camera-enforced zone, ParkRight gives staff direct control over legitimate access, without coordinating with the council or CCTV team for every visitor.

SEND transport, contractors, and authorised staff are managed from reception. No calls. No delays.

For councils

ParkRight protects scheme integrity while accommodating genuine exceptions. Real-time session data replaces retrospective PCN cancellation.

Enforcement teams spend less time on disputes and more time on actual enforcement. Implementation is straightforward: TES handles the setup.

London Borough of Brent and St Claudine's Catholic School — a manual process replaced in one deployment

LB Brent and St Claudine's Catholic School for Girls were managing legitimate access exceptions through a multi-step manual process involving school reception, council officers, and CCTV staff.

ParkRight replaced the entire workflow.

The deputy headteacher's response:

- "ParkRight has facilitated better access for all."
