In 2024, Merton Council upgraded two TES GEN4 vehicles, procured two additional vehicles and deployed ten Small Blue cameras through TES channel partner Johnson Controls. The fixed cameras support permit-controlled school street schemes across the borough.

Key Points:

The Challenge

Merton needed to strengthen road safety around schools while continuing to allow legitimate access for residents and school staff.

The restrictions only apply within specific areas and at set times around morning drop-off and afternoon pick-up. Any camera solution therefore needed accurate permit checking and reliable scheduling, without enforcing during evenings, weekends or school holidays.

The authority also wanted to modernise its wider mobile enforcement capability alongside the school camera rollout.

The TES solution

Merton upgraded its two existing TES GEN4 cars and added two new enforcement vehicles. Ten Small Blue cameras were then surveyed and installed through Johnson Controls during summer 2024, ready for the start of the new school term.

The cameras monitor access to permit-controlled school areas. Residents and authorised school staff remain exempt, while vehicles without permission can be identified during the restricted drop-off and pick-up periods.

Timed enforcement schedules automatically suspend the cameras outside school hours and during holiday periods, ensuring that the scheme operates only when the restrictions apply.

The Results

The completed rollout gave Merton a coordinated mix of mobile and fixed enforcement technology.

Client Impact
