Southwark operates 31 Controlled Parking Zones with different restrictions, permit arrangements and operating times. Through its contract with TES channel partner APCOA, the borough deployed a fleet of electric Mobile Enforcement Vehicles equipped with TES Spotter technology.

Key Points:

    The Challenge

    Southwark’s 31 Controlled Parking Zones cover a large and varied urban area, including narrow one-way streets and a mixture of on-street and off-street restrictions.

    Expecting Civil Enforcement Officers to inspect every parked vehicle on foot was slow and impractical. The council needed to cover more ground while keeping officers focused on vehicles that genuinely required attention.

    Management teams also needed clearer information about deployment coverage, permit data, configuration issues and levels of compliance within individual zones.

    The TES solution

    TES Spotter-enabled vehicles use ANPR to check parked vehicles against cashless parking sessions, virtual permits and other authorised vehicle data. Vehicles that appear compliant are passed without action, while potential contraventions are flagged for an officer to verify.

    The fleet includes electric and compact vehicles suited to Southwark’s dense street network. TES Compliance Display Map tracks vehicle and officer activity in real time and produces detailed reports down to Controlled Parking Zone level.

    These reports allow management teams to review deployment performance, identify configuration or permit-data issues and direct resources towards locations showing parking stress or persistent non-compliance.

    Southwark can now inspect a much larger area in less time and use officer resources where they are most useful.
